Dover Township:
Republican Club President Rick Clement
says “the voters of our community deserve an answer” from the Democrat
Committeeman who promised to make a disclosure of his firm’s public clients
on “the same level of information” as disclosures made by other township
committee members.
At last week’s budget hearing, after requests
by residents, Committeeman Richard Larsen reneged on a pledge to disclose
the identity of his clients, as his fellow elected officials have already
done.
Three township residents requested that Larsen
disclose the local, county, state and national government clients he and his
CPA firm has contracts or agreements with, so that potential conflicts
might be identified and made public.
Larsen Pledges Disclosure Of All Public
Clients
“I will disclose the same information as the
rest of them”, pledged Larsen in response to public session
requests for disclosure of his government contracts.
He was referring to the other Dover Township
elected officials who sit with him on the dias at every township committee
meeting.

Questioned Larsen’s Bills
The issue of government contracts as a
potential conflict arose when GOP lawyer Robert Shea presented copies of
purchase orders and approved bills paid by Dover Fire District #1 to
Larsen’s accounting firm, Jump, Scutellaro & Company at 1144 Hooper Avenue
in scenic Toms River.

Promised Disclosures
In response to the questions in the public
session, Mayor Russo responded that he provides legal services for the
Lakewood Zoning Board of Adjustment.
Deputy Mayor Inteso, who operates an internet
services business, disclosed a business relationship with the County of
Ocean.
Committeeman Fiure disclosed that he provides
legal services for the Borough of Seaside Heights.
No Response From Larsen As He Breaks
Pledge Made Moments Before
They waited for the promised disclosures from
Larsen, but none were forthcoming.
“Oh that’s cute, John.,” was the only comment
Larsen was willing to make (to Mayor Russo), and his pledge to make a
competent disclosure, made only minutes previously, went unrequited.
And despite additional requests and reminders,
he repeatedly refused to divulge any information about any of his
governmental contracts.

Clement: What Conflicts Is Larsen Hiding?
“What possible conflicts could Mr. Larsen be hiding”,
asked Clement; why would Larsen embarrass himself so publicly and refuse to
answer a simple question?”
The public should “call Rich Larsen and demand
he fulfill his pledge”, the GOP leader suggested.
Conflicts Complicated By
Letter From Larsen's Father, Who Says Open Space Acquisition Will Weaken
Schools
The Larsen conflict issues were further
complicated when a letter to the editor appeared a few days later,
apparently from Larsen’s father, Harold Larsen, who charged that open space
acquisition “will substantially weaken the scholarship and financial
integrity of our schools”.
The letter, written by Democrat boss and
publicist “Doctor” Jack Moriarty, raised more questions than it answered
because it contained a number of Moriarty’s made-up fictional “facts”, all
of them
discredited months ago.
